Developing senior police leadership in Mexico
Background
I spent 12 months in Monterrey, Mexico, where I conducted 2 to 3 week courses for 300 police leaders and officers as part of the USA-Mexico Mérida Security Initiative, a collaborative effort aimed at developing senior Mexican police personnel. My training focused on essential areas such as leadership development, crisis management, administrative integrity, negotiation and community policing, all approached with empathy. Upon completing my training, I had the opportunity to share my experiences with the British Foreign Office, facilitating the Minister of State’s inaugural visit to the Police University in Monterrey.
Navigating a New Environment
In 2012, I was invited by the International Narcotics and Law Enforcement Bureau, to lead a bilateral training team. Developing senior police leaders under President Obama’s administration, and in a climate marked by violence and distrust. The challenges were considerable; building rapport and trust was essential and successfully delivered the Bilateral Security Training programme.
Reflections
Throughout my time in Monterrey, I was deeply moved by the courage and camaraderie displayed by the officers. Their unwavering sense of duty and love for their country endured despite the extraordinary violence and daily dangers they faced. These officers not only exemplified dedication but also reinforced the potential for meaningful change, even in the most challenging circumstances. Their stories serve as an inspiration for anyone in law enforcement, reminding us of the
significant impact that courage and integrity can have in the ongoing fight against corruption and violence.
